A Planning Regeneration Framework for Liverpool City Council to transform 56 acres of Liverpool’s Upper Central district into a major sustainable growth hub.

Our Planning Regeneration Framework for Liverpool City Council brings forward ambitious plans for regenerating 56 acres of one of the city’s most strategically vital economic areas.

Sat within the former UNESCO World Heritage Site Buffer Zone, Upper Central is a fulcrum point for the city centre’s activities, connecting the main transportation, commerce, education and leisure zones. In recent decades, the area surrounding Liverpool Lime Street mainline station has become a neglected, somewhat disconnected hinterland.

Alongside planning specialists Avison Young, K2 led the urban design of the framework, unlocking 2.5 million ft² of sustainable development that will potentially create 7000 jobs ranging from sci-tech to creative and marketing. A vital piece of this strategy includes improved connectivity through world-class public realm and urban infrastructure.

The exponential growth of KQ Liverpool, along with the ongoing regeneration of Lime Street, has shone the spotlight on Upper Central. It represents one of the greatest development opportunities in the UK and, alongside Paddington Village, will have a major impact on the city’s economy, creating thousands of jobs, in science, tech, health, education, retail and leisure. The SRF will truly allow us to plan a world-class development, enabling Liverpool to continue to compete with any city in Europe.
